Abstract

The growing shift toward open access (OA) publishing has reshaped how knowledge is produced, shared, and preserved, offering new opportunities and challenges for digital library collections. This study examined the inclusion of open access resources in digital libraries, assessed their impact on accessibility, diversity, and usability, and identified the challenges that affect their effective integration. A qualitative research design was adopted, relying on document analysis and an interpretive review of empirical studies, policy documents, and professional reports. Evidence from recent literature reveals a steady but uneven integration of OA resources, with significant progress in the adoption of Gold, Green, and hybrid OA models that expand access and reduce financial barriers. Libraries that successfully embed OA resources report improved user satisfaction, broader content diversity, and the ability to redirect funds from costly subscriptions to infrastructure development. However, persistent challenges such as inconsistent metadata, poor internet connectivity, inadequate staff training, weak institutional support, and legal uncertainties continue to limit widespread adoption, particularly in developing contexts. Guided by the Open Access Movement Theory, this study highlights that effective integration requires not only technical solutions but also strong policy frameworks, sustained funding, and active user engagement. Strengthening infrastructure, improving staff capacity, and promoting user awareness are recommended as key strategies for building inclusive, dynamic, and sustainable digital library collections.
